About SolTrans
Solano County Transit, known as SolTrans, provides local fixed route and complementary paratransit service in southern Solano County, along with commuter fixed route service across the County. SolTrans is an independent public agency governed under a Joint Powers Authority with a six-member Board.
SolTrans is a lean, collaborative transit agency where each role carries broad influence. The agency contracts transit operations, maintenance, and customer service to a service partner while staff retain responsibility for oversight, planning, policy, funding, facilities, technology, and public service quality.
The agency owns all vehicles and key facilities, including transit centers, park-and-ride assets, and an operations and maintenance facility that support daily service. The Role
The Program Analyst II – Service Planning and Transit Technology plays a critical role in planning, monitoring, and improving SolTrans’ transit services and the technology and data systems that support them. This professional journey-level position works closely with SolTrans’ contracted operations provider, technology vendors, regional partners, and other Agency staff to support service planning, transit technology, system performance reporting, regulatory reporting, and special projects.
The Program Analyst II is responsible for supporting the development and implementation of fixed-route service plans, including routing, scheduling, blocking, detours, and special services; maintaining and integrating transit planning data with the Agency’s CAD/AVL and related systems; analyzing system performance; and preparing operational data and reports for management, the Board of Directors, and outside agencies.
The position also supports implementation and administration of transit technology systems, including paratransit software, passenger information systems, Automatic Passenger Counters (APCs), and other onboard and fleet technologies. The position will provide analytical and project support related to SolTrans’ fleet and other operational initiatives as assigned.

The successful candidate will be resourceful and solutions oriented, with the ability to identify problems, investigate their causes, work across multiple systems and partners, and develop practical solutions. They should be comfortable turning complex operational information into clear reports and presentations for both technical and non-technical audiences.

Key Responsibilities
All positions at SolTrans have primary roles as well as supportive roles. As a small transit agency, SolTrans’ expectation is that all employees support one another’s programs as needed and work collaboratively to provide high quality transit services to the riders they serve.
Primary Role
- Works with the Agency’s contracted operations provider to develop and adjust transit service, including routing, scheduling, blocking, and other service planning activities.
- Prepares, maintains, and validates transit service data within the Agency’s planning and scheduling software.
- Facilitates the GTFS data import and integration process with the Agency’s CAD/AVL system and troubleshoots issues across planning, scheduling, CAD/AVL, and related systems.
- Gathers, analyzes, and reports key transit performance indicators, including ridership, on-time performance, productivity, and other operational measures.
- Prepares recurring system performance reports, PowerPoint presentations, and other materials for management, committees, the Board of Directors, and other stakeholders.
- Coordinates detours, temporary service changes, and special services with the operating contractor, community partners, local jurisdictions, event organizers, and other agencies.
- Supports implementation, administration, and ongoing improvement of the Agency’s paratransit scheduling and management software.
- Compiles, validates, and submits operational information required for monthly and annual National Transit Database (NTD) reporting.
- Supports APC certification and validation activities, including reviewing passenger-counting data, conducting sampling, reviewing video when necessary, and reconciling ridership information.
- Supports configuration and maintenance of transit passenger information, including vehicle headsigns and related onboard systems.
- Responds to recurring and ad hoc requests for ridership, service, operational, and performance data.
- Supports fleet planning, fleet technology, and fleet-related analytical projects, including projects involving onboard equipment, passenger information systems, CAD/AVL, APCs, communications systems, and other vehicle technology.
- Maintains and analyzes fleet and vehicle information to support planning, capital programming, technology projects, and Agency decision-making.
- Coordinates with contractors, consultants, vendors, and other Agency staff on transit technology, data, fleet, and service planning projects.
- Develops and oversees assigned project plans, including project schedules, resource allocation, tracking and reporting, budget monitoring, vendor coordination, and monitoring outcomes.
- Prepares and presents reports, findings, and recommendations at Board meetings.
- May be assigned to provide lead direction for other professional or technical staff, as assigned and/or on a project basis.
Supporting Role
- Researches, develops, recommends, and implements service policies and procedures as needed.
- Supports service change outreach, public information, and coordination activities.
- Assists with data collection and analysis for grant applications, capital planning, procurements, and other Agency programs.
- Supports implementation of new software, technology, and operational systems.
- Serves as a liaison with contractors, consultants, vendors, regional partners, and other public agencies.
- Represents the Agency on regional and countywide committees, as assigned.
- Completes special projects, research, and one-time analytical assignments in support of Agency needs.
Qualifications
A typical way to obtain the knowledge and abilities required for this classification would be:
- A minimum of three years of directly related professional, analytical experience in transit planning, transportation, transit operations, transportation technology, data analysis, or a closely related field; and,
- A bachelor’s degree from an acceptable, accredited college or university with major course work in transit, transportation planning, public or business administration, information technology, data analytics, or a closely related field. Equivalent professional experience in a related field may be considered as a substitute for the educational requirement.
- Experience with transit service planning, scheduling, performance analysis, or transit technology systems in some capacity is desired.
- Knowledge or experience with GTFS, CAD/AVL systems, transit planning or scheduling software, NTD reporting, APC systems, paratransit software, and fleet technology is highly desirable.
- Must be detail oriented, comfortable working with data and technology systems, and able to manage multiple projects and deadlines.
Physical Demands & Working Conditions
Work is usually performed in a typical office setting. Evening and weekend work may be required. Travel may be required to other meeting locations. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. While performing the duties of this job, the employee is occasionally required to stand, walk; use hands to handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, talk or hear; and smell. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Compensation
Compensation to be determined based on experience, qualifications, and internal equity. The salary range for this position is $92,607 - $131,715.
