He has worked in senior HR and administrative roles supporting employee relations, recruitment, classification and compensation, policy development, training, workplace communication, and general HR operations.
Rex helps public agencies strengthen HR programs in ways that are practical, fair, and connected to the people doing the work. He is effective at quickly understanding new organizations, reading operational dynamics, and identifying where clearer communication, structure, or follow-through is needed.
Rex is known for building constructive relationships across all levels of an organization, including employees, managers, executive leaders, elected officials, labor representatives, and agency partners, through consistency, credibility, professionalism, and respect. Rex holds PSHRA-SCP and SHRM-SCP certifications and serves as President of the Public Sector HR Association San Diego Chapter. He has also completed workplace bullying prevention training and supports respectful and professional workplace practices.
